what is the minimum thinkness for brake discs

Measure the lip aswell then and take that from the total thickness :p

What with the vernier bottom slide and you'd have to do both sides, measurement wouldn't be that reliable, lip edge is always kinda nasty. Still you could I suppose at a stretch, sounds like hard work for a fivers worth of mic.

How would I find min. disc thickness specs for other vehicles?

My van is on original discs at 34k, it's had new pads at around 20k so I have a feeling I will be changing both over the next year or so.

Use the tip extension. Yes. You could even make a pretty sensible assumption that you have equal wear. Afterall it one side was thicker then the other would be even thinner than your assumption.

Gives you an indication of lip depth and hence material loss.

Its a brake disk, nothing fancy.
