What is the name of the 3D picture technique?

I've seen the effect done in after effects but wasn't as keen on the results as actually making the 3d structures then pinning the image on to it.

Really need to find some time to learn blender properly and then have a play with some images.
 
So do you use only the picture or use a false background?

Depends what sort of budget you've got really.

The cheaper option would be as someone mentioned to do camera mapping (creating 3D geometry from a 2D picture and wrapping the texture onto the geometry). Using photoshop etc you can fill in the missing textures so you can see "behind" or "around". It can take a while but you get some great results, really good for subtle movements.

If you have loads of budget you could just model it all in 3D and do a nice composite. You'd need some camera data to allow you to create a virtual camera that matches the position and orientation of your live action camera (aka Avatar) or it to be shot in a studio where you could track the camera and then re-use it in your 3D application.

If you have even more budget (and a huge brain) you could set up a 360 laser scanner to create yourself a cloud point system, then model accurate geometry around that.
