A wheelchair ramp that leads to a set of stairs (or a set of stairs that leads to a wheelchair ramp depending on which was you look at it).

Apparently it's in Burnley.
 
Might have been some form of other structure there in the past and they've just fenced/bricked it off when it was knocked down.
 
The handrailing on the steps is clearly an afterthought, so the most obvious answer is that it's a redundant ramp for something that has since been removed.

Some council pen pusher more than likely decided it was 32p cheaper to add steps to the end to make it 'safe' than to demolish it properly.

But surely if you're going to the effort of knocking a whole building down you'd do that as well.

It seems more effort to convert it than just remove it with everything else.
 
It's the new Burnley outdoor Step Aerobics Gym,
just because it hasn't got all the features of those posh Southern Gyms (like a roof), doesn't mean the local residents can't get fit.
 
Quite clearly a wheelchair stunt ramp.

Burnley is pretty progressive like that to be fair.

On Fishponds road in Bristol there are steps and a wheelchair ramp that lead up to a brick wall. In that case it's quite clear that they simply bricked odff that entrance when the building was repurposed though.

Have to admit. This thread did give me a chuckle. Especially the space bridge. It's obviously a puzzle from Portal 2.
