Looks like a combination of Rocket Dock (with the fly out plugin) and possibly Rainmeter or similar!!... could be old school Samurize though!!

the games fanned out is stacks docklet addon for rocket dock and the main customization is some cool looking shell theme i believe.

have a look on deviantart.com they got a couple.

the system tools around the edge look very rainmeter-ish to me. No idea about the skin though.

Yes, probably objectdock and stacks, along with rainmeter. The VS looks like a Hmmxp mod, or one of lassekongo's themes.
