What is this wall vent made from?

I live in a 1960 ex council house.

I have these in 2 rooms, one of which is my daughter's.

I've contemplated knocking it out and placing a hit and miss vent in its place. I don't know what it's made out of though, I've been warned it could crumble and make a real mess?

It seems harder than plastic. So I questioned if it's metal, somewhere in the same area stated it's some form of plaster? I can't see that.

Anyway, I just wanted to know if I'm safe to whack away at this? As I'm really unsure what it is.

If I get the gloss off would you have a better idea? I don't want to do damage to my health over this
 
There's lots of hidden asbestos in buildings especially anything to do with heating and ventilation.

Even if you removed the gloss I won't be able to identify it. You could send a picture to a removal firm and have them remove it.
 
Thanks a lot for your help. I know I sent a sample of artex to a testing company previously, I could possibly do the same here.

I could possibly just stick the hit and miss vent over the top but may look hideous with gaps
 
I have taken a few of these off in my house. I didn't need to break them up, just tapped a scraper behind them with a mallet and they came away from the wall. I think you're worrying too much..
 
Funnily enough, I removed one of those last week! There was literally a carpet of cobwebs behind it!

Hit & miss vent on the way (for after the room has been painted).

As A.N.Other has said, that "cocoon" looks like a wasp's nest, so kill it with fire!
