Trying to identify an instrument, coming accross it quite a lot and it sounds interesting, almost like a harmonica but not.

I believe it's being used on the intro.

in the Eels song, it's a harmonica on screen, but actually just a distorted guitar, or both being played together when live

With Madness, in the intro, I think you'll find it's called a Saxophone
