I use one of these for most cutting jobs I have. Very versatile and dirt cheap. Blades are available for most cutting requirements and I have used mine for exactly the same type of job you need to do
But that wasn't the question - it was "what is the best tool to do this?" which is somewhat different. A chainsaw might be easier in that it could be less physically demanding but that doesn't mean it's the most suitable.
make sure your sat on part of the branch that you want rid of, your weight will assist in breaking the last few inches off thus reducing your work output.
