Would I be better buying second hand?
All the 500w are out of my price range brand new.
There is only this 450w but not sure if that will be sufficient.

Thats ok then, if the GTX460 was that B grade item then also get a MOLEX-PCI-E power adapter.

The GX450 PSU has a single 6pin PCI-E connector, a GTX460 card needs two like the GTX260.
The GTX260 he has would have come with a molex adapter (assuming it was complete and new) , but if he sells it on then he may like to include this also.
