what system setups make a decent game creator?

i have a dell optiplex gx620 sff with the following:

pentium d 940 3ghz
2gb ddr2 667mhz
200gb hdd
ati hd2400 256mb
windows 7 pro 64bit

my main computer and gaming machine.

i also have(that im currently selling) an old custom gaming computer with the following:

p5n-e-sli lga775 gaming board
core2duo e6400(performance heatsink too but irrelevant)
4gb ddr2 667mhz
80gb + 160gb
ati radeon x1900gt 256mb
500w coolermaster psu
windows 7 pro 64bit

not in my ideal case as its too big for my liking especially after keeping my dell which puts things into prospective.

anyways hard drives aside are these systems good enough for decent game creating??


i really want a raspberry pi after watching videos and reading up, but i want to make a retro game device not use as a game creator or anything, but it did make me think about linux, but been reading mix reviews on which platform is better and if im honest i would be buying a mini pc of some kind like an intel nuc or gigabyte brix type thing or a standup like a zotac, but not technically these brands, just the type, but with there limited upgrade paths i dont know if what you get it viable.
 
RPG maker is a really fun although the genre is obviously limited. It's very fun and user friendly with more complex features for those who want it.

after i posted this i did download android studio 5.0 or whatever, but not looked at it properly, but i dont and infact wont particularly be using the dell as i just got a nice custom cube case with an old am2 im going to replace for this very task..

ive never dealt with emulators, mean ive used different linux operating systems and played odd games from the software store app, but could never get emulators to work, im not very software savvy so this ordeal of game/app creating will be self taught..


so at the end of all this, dont really need a machine thats full of fancy tech like you'd need for photoshop and editors then? just something acceptable.
 
Ye sure plain simple i mean as long as it works i think its ok i mean that's faster hardware for the emulated games mentioned when they were originally run so good luck.
