what the heck is a htpc and mini itx ?

Mini-ITX is not the same as a shuttle, mini-ITX are very small form factor boards with an embedded VIA CPU. They are designed to be used as a small computers that require as few external components as possible. They are used for things such as ICE (In Car Entertainment) and media centers as they usually have no fans.
The mini-itx website contains a lot of information about projects people have used the boards for. You can also buy the Mini-ITX motherboards there. (google search for mini itx).
