Though to be honest, there could have been reasonably serious consequences if he had phoned the police and told them he had a "device".

Man I have to disagree with you, I am sorry, and I do not want to start a petty argument but I think this was a really bad thing to do. It was such a stupid suggestion about it being dangerous that people thought it must be real, if that makes sense, because from another point view - it would be considered relatively difficult to make such a silly prank up. Although in this case, this was the case.
At first I thought it was some sort of home made radio device, the only reason I did not think it was something dangerous is due to the fact it needed to be plugged in - wouldn't make a very good "wireless" detonator now would it. Sorry but that prank may have got the guy in trouble and it was not nipped in the bud early as if he had rang the police when you first suggested you would have been to late so that very statement is a contradiction. I am off to bed now.
