What to do about strange package outside my flat?

For the past day or so a weird bag has been sitting outside the flat in the grass. Looks like a rucksack, some carrier bags and something else random next to it. Haven't bothered going down to have a look, but what should I do? Should I call someone or just go and have a nosey about? It is in some quite long grass off the road, but it's clearly visible from the 3rd floor flat. The rucksack looks as if it has something in it but it could be something dodgy for all I know!! Could someone have been having a drunk picnic in the long grass and left it there or something? It looks like the grass is flattened near it.

It's probably something that's been swiped from someone and discarded after anything valuable taken. I once found someone's bag with all the cash taken, fortunately it had their passport which had their address, so could return it, maybe the bag has some valuables still in?!

The rucksack contains a head and the carrier bags contain the limbs, the random thing next to it is the torso.
