I have a 9950 Quad core paired with a 4850. I was thinking of going to a 5850 I game at 1920x1080.

Would the CPU be up to the task?
 
At that res you'll be mostly GPU limited, hence I wouldn't worry about the CPU not being fast enough. The 5850 is also a lot more powerful than the 4850, so it's a good upgrade imo.
 
Sounds like a good upgrade, the 9950 will be ok with the new 5850. I did a similar upgrade, although I'm only on a dual 8500(albeit overclocked to 3.8Ghz), and the difference was massive!
