Normally I would say that you should learn the basics using the likes of Notepad++ etc.
However I've recently been introduced to Wordpress and have found it incredibly easy to use. Next step is figuring out how to make templates for it and also tweak the PHP!
I quite agree. I'm not an expert coder but I do know what I'm doing most of the time and having tried Dreamweaver, Plone and some other CMS solutions manual coded pages using Notepad++ is the best way I believe.
