A friend of mine is looking at ATI 9250 cards and also Nvidia FX5500. which one should he get or is there something better for a PCI slot?

am i not right in thinking that fx series was a flop? so the ati one would be better....someone want to comfirm this?
 
I believe the best PCI card available in the UK is the 6200

There is a Visiontek X1550 which i believe is the best card currently available for PCI but i do not think it is sold within the UK.
