What's the best way of learning a new language

I am wanting to learn Dutch due to me going to Holland quite a bit recently.

I was thinking of going with Rosetta Stone, but the reviews are not really that good. So maybe get a book, or are there any other methods that anyone can recommend?
 
How long will you be there for? Living somewhere is the best way to learn.

I am not living there, just going to Holland a few days every 2-3 weeks.

To be honest, when I am there, I am learning how to say simple stuff. Just would like to get some knowledge on the language before I go that should help me out a bit more learning it.
 
Why do Dutch GCSE? Sounds like a complete waste of time, unless you want a qualification that no one cares about in a (relatively) obscure language!
If you live in London, there will be plenty of schools offering Dutch lessons.
