Yes they are but they are better than a cone filter and they do have better filtration than a paper filter.

No they don't, the filtration is worse than a paper for a performance panel filter by a couple of percents, as they let more air in.

I would avoid attaching any sort of induction kit, you will get flat spots in your torque and other performance issues. Much better off just doing a custom cold air feed which will have some benefits.
