What's with the lack of question marks?

I've been floating around on the net for years, various fori and bulletin boards (when they were still cool y0). I am a bit of a self confessed grammar perfecshinist at heart, but ever since I joined this forum, I've noticed that there are loads of people who end questions with full stops. I'm just wondering if there's a reason for this, or am I just being a dumbass. Again.

I get more irritated with question marks being used where a question hasn't been asked.

I can understand it if they give a statement that invites speculation. But yeah, it's a bit odd otherwise?

I sometimes end a question with a full stop if it's a rhetorical question. It's not grammatically correct, it's just for effect.
