When are we allowed to wear shorts?

So this is abit of a strange one, since today is a nice bright (Albeit cool) day I was wondering when we are "allowed" to wear our shorts or 3/4 trousers. What temperature/season/month does it have to be and does there have to be a set amount of time of good weather before I can wear my shorts without criticism.

So I put it to you GD (I know I'll regret this )
When are we allowed to wear our shorts/when do you wear your shorts?

I wear shorts all year round, in fact when I wear jeans everyone comments about the fact I'm not wearing shorts.
