When are we allowed to wear shorts?

Whenever the **** you wanna! My daily walk to catch a tram in Edinburgh leaves me too warm, so I'm already ditching the jacket/jumper in favour of a t-shirt, and I'm still seeing people around me in winter wooly hats. Feeble, feeble people.
 
Usually just the summer months when it's early 20's or higher. Shame us guys have to wear trousers, collar/tie and shoes at work and sweat it out, where girls can get away with anything... shorter dress, open-toe, no collar/tie etc.

Kinda on topic... what about air con? I don't sleep well when the outside temp is 15C or higher, so I'll whack my £280 unit on during Jul/Aug when it's often >15C at night. Hearing impaired, so I don't hear the noise :-) In terms of cost, it has added a couple of quid to my direct debit year-round, so let's say £25 extra per year and that's been consistent for 3 years now. It's worth it I say for a bit of summer comfort.
 
A guy I work with wears shorts the whole year round, I've got a suspicion it's because his calf muscles are too big for most normal trousers. The boss however did ask him wear trousers to our Xmas meal, he did want to wear shorts though.
 
So this is abit of a strange one, since today is a nice bright (Albeit cool) day I was wondering when we are "allowed" to wear our shorts or 3/4 trousers. What temperature/season/month does it have to be and does there have to be a set amount of time of good weather before I can wear my shorts without criticism.

So I put it to you GD (I know I'll regret this :D)
When are we allowed to wear our shorts/when do you wear your shorts?

3/4 length trousers are never allowed.
Shorts are OK a) when in private, b) doing strenuous activity such as sports or gardening, or c) when you are a schoolboy.
