when getting free product samples from a company do you have to pay tax importing it?

hmmm ... you don't have a company yet so it's a personal import.

Looking at the Defra site here it would appear that you are not allowed to import Beef Jerky.

To quote:

Import Rule : You cannot bring back any of these products to the UK.

(that's searching for a source country of USA, Meat Products, Beef Jerky).

Hence they will take your overpriced "samples" away and beat you with a big stick, i.e. It is illegal to bring in banned products, or amounts of products that exceed any weight limits that apply. They will be seized and destroyed, and you may be liable to prosecution.
