when i open ie on my pc the graphics flicker

So i had a issue with my gfx card and thought it had fixed itself but hasnt anyway now when i open ie the graphics flicker like your in a rave then either the screen goes black or the monitor turns itself off. Is that the signs of gfx card dieing

Checked all connections and ensured the GPU is seated correctly? My mate suffered with a red tinted/pulsing screen for a week - I went round and pushed the DVI cable in properly. Problem gone. He was amazed
