When Rolling Fork is rebuilt……

I can't see change coming any time soon for them. Tornado states really do need an improvement in building standards however.

Mississippi is one of the poorest states in the US. many can't afford or don't have 'house' insurance. so all they can afford to rebuild with is pointless battens and MDF.
(sidenote, the termites love it.)

Not sure how much better a brick house would be?

OP's been working on the basis of the three little pigs so a solid house would be better. Sadly the folk that live there know that a house would still be damaged / destroyed with the strength of tornados so they build with timber which is cheaper than with brick cos they know they'll have to replace it at some point.

Not an expert here but can they not make their houses underground ?
Seems a bit OTT for such a rare eventuality?
US building standards and construction have always really seemed bizarre to me. However, I suspect it does allow "affordable" developments at scale in a country so vast with such varying economics and demographics.

Why don’t they use some kind of enhanced Lego to build houses ? Yes not very durable but as least when it gets blown down at least you can build it back up with low cost in a matter of days. The good thing you can give it cool Lego colours and if you get sick of it you can pull it down and rebuild it how you want in no time

Sorry, but that’s just wrong. There are many construction methods/materials that can be utilised to create a much stronger house capable of withstanding high winds.

Who anywhere is building a house with the intention of it being razed to the ground, possibly with the occupants inside and thinking ah yes, this will be quick and cheap to replace.

It's cheap and their regs allow it so they do it. Nothing deeper than that.
