When to change multiplier??

The multiplier would be locked upwards, but if you can find the max fsb possible on your board you could move the multiplier downwards for the possibility of a higher overclock.

For now I would just keep raising the FSB and see how far you get.
 
Blue screens, lock-ups, temps too high etc........
Have you got Prime95 to use as stability test? Also could use OCCT, Orthos.

As a very basic basis: Set HT Link to 4 for now, raise you htt by say 5-10mhz per time and assuming it boots to windows run prime95 torture test for say 1 hour to test at that setting, assuming no errors are found go back to bios and raise by another 5-10mhz until prime95 brings up an error. Then you can try raising cpu voltage upto say 1.5v max, reduce multiplier to see if that helps, change ram divider too. Make sure you keep an eye on temps though. Load temps shouldn't go above 60-62c max. (max temp for 4200+ is 65c)
Once happy with your overclock run prime95 for say 8-24 hours to check for stability.

I'm swapping mine out tomorrow for a 7750 and can get 250htt at 1.4v. 252htt is a no go at that voltage. However I've managed to run in windows at 280*10 though it wasn't stable.

Don't take this info as gospel though as your setup & components will no doubt produce completely different results to mine.
