When to upgrade?

When is the best time of year to upgrade components Now the i3 has been released.

I've been looking at this build

I'll be using it for gaming, hdvideo etc.

There is never a best time to upgrade, new hardware is always being released.

If you feel you want/need to upgrade. Just do it

I'm thinking of getting the gtx280 with it or should i wait for the new nvidia cards?
