Well they cook some of it. You think it'd be a service they offered, particularly if all you want is a circular hole drilled, or a plank cut to length. It's not like it requires much effort.
No stores will cut MDF as it is a carcinogen. The fine dust is the least of the problems, it is dangerous in large quantities and especially inhaled. THAT is why! The extraction and health and safety required is just too much for a store.

Had it cut to size on many occasions at B&Q and a few times at Homebase too. They have dust extraction which is so good that the operators don't even wear masks usually. Probably overstating the risks somewhat there, though I hope the OP wore a mask to cut his circle!
i highly doubt B&Q will even cut MDF for you as most places dont cut it due to the fine dust it creates. Also if you have already bought the MDF i dont think they would like you coming along and asking them to cut a hole in it.
How good does the hole need to be? are you able to use a jigsaw?
If not you could always try and ask somewhere that deals with wood everyday like a timber merchant or carpentry shop. They would be able to use a router and some sort of jig to do it, unless you have a router and fancy giving it a go yourself!

i dont personally shop in B&Q but i know my builder merchants will cut anything except MDF, i assumed B&Q would be the same. But thats besides the point, he wanted a 10 inch hole cut into the sheet of MDF
IIRC both B&Q and Wickes will cut MDF sheet if bought from them - but only something like 2 straight cuts free, and then charge a small fee (something like 50p a cut).
I suspect independent builders merchants may not have the extraction equipment to do it safely with MDF, or may simply not want the paperwork of proving they are handling the waste properly.
Especially remembering builders merchants mainly sell to the trade who will usually have the equipment themselves, whilst a lot of DIY customers might not have the ability to carry/cut large sheets easily so the cutting in store is a selling point.
