Which 7950?

That 5% differential is clock for clock, cards are not running at the same clocks and there is no guarantee the 7950 will reach the same overclock, either.

As for noisy, you can always change the heat sink or add a water block. That's what I would do and it would be worth the cost just for the silence.


Edit:

I should also add that the MSI 7970 OC does not use a reference fan. Not sure if it's much better, though.
