Ok, looking for a quiet htpc graphics card.

PCI-E
Able to support 1920x1080p
Nvidia or ATI?

Any recommendations ?

An alternative is a 8600GT/GTS. It is not as good as the 2600 at decoding VC1 High Def stuff but about the same for h.264. Either way they are both an order of magnitude faster at HD media decoding than any previous cards inc. 8800GTX.

I went with a 8600GTS as nvidia drivers are much better as they can be tweaked fairly easily to work with HDTV sets. ATI drivers are much less helpful.
 
If going with Nvidia then you can get away with an 8500GT, Only real advantage going with the 8600GTS is that it has HDCP if you are bothered with playing copy protected content.
 
a passive 2400pro would be good i would imagine, better than the 8xxx cards (minus the 8800) as it accelerates VC1 as well as h264.

If you want to get 1:1 pixel mapping at 1360/1368 x 768 then I would look for a 8400 as you will probably be able to find a LP one, as far as I am aware all/most 8400 are passive.

Horizontal resolutions are only available if divisible by 8 so you have to put up with a slightly perfect match.

Took my Geforce7 out of my HTPC and run 1920x1080p with the onboard 6200 no problem. :)

As long as you have a decent CPU (mine has an AM2 X2 3800+) you'll find video card isn't important, unless of course you need true HDCP content playback etc. but let's face it who does. ;)
