When is the next best cpu coming out? by which i mean best for most increased performance over current ones, or isnt there any coming for a long time?.

I guess quad core is next for a speed boost.

is Phenom gonna be any good or is Penryn better?

To upgrade from a p4 at 3.4 wanting to play CSS which CPU mobo RAM should i go for?

Well, listening to the enthusiatic overclockers here, it would have to be something like an E2180, Abit IP35 and Crucial Ballistix PC2-5300. Of course, if your current mobo is fairly recent it might take an older C2D but a new one will give you the flexibility to upgrade to a Penryn CPU next year if you want to.
