I need a PSU for an old build below for gaming for my cuz! His build is below

Abit IP35 Pro XE
Q9450 @ 3.6ghz
OCZ Gold Series PC2 6400 8Meg

His getting a ref card Amd 6950 from his pal! as his old ones not up to scratch anymore!
What kind of PSU should he get? and what would be the max res he could get out of most games today.
I'm used to the new stuff, so not sure how well this would run or what would be the best power to get?

would you say the OCZ ZS Series 650W '80 Plus Bronze would be the better option?
So would you say 1600 x res would be fine?

He just told me his mate has the card running with a 6970 mod.
Would there be any problem with the cpu holding back?
