The fan cools the heatsink down by blowing air into it. Some of the heat does dissipate around the space but its minimal.

Its the same, just smaller.

Tiny difference in boost speeds, but really small difference.

Dont trust what the boost speed says it is in the spec.

My GTX980 stock boost is much higher than the specs say as Boost2.0 is based on temps and power limits, so the cooler the card the better it is.
