Depends a bit how you look at it - there are characters like Scarlet Witch who are insanely powerful in a direct fight, but others who have the intellect, foresight and power to win before it came to a fight due to their magic abilities - though even that is very inconsistent in the writing. (Along the lines of "if we were to battle I've already won").

Ultimately I'd imagine the Elder Gods are the most powerful entities but I don't know the lore that well.
