Some on Sky News said today "What belongs to who" shouldn't that be "What belongs to whom"?

yes 'whom'.

you use "who" when you are referring to the subject of a clause and "whom" when you are referring to the object of a clause.

you would answer the question "what belongs to who(m)?"
NOT with 'this belongs to he'.....
but 'this belongs to him'...
him=whom..he=who

Sadly an unfortunate user just walked into my office and asked me to help with an error in the "haitch".R. software... they won't be asking for much ever again.
