Who's fault is this situation

All theoretical, but Driver B would be at fault if they drove into car A as a green light means proceed if it is safe to do so. If there is a car there, then clearly it's not safe to proceed. Driver A could be prosecuted for driving without due care, but I still say driver B would be at fault for driving *into* another car.

This can be tricky for so many reasons. I know driver B should be making sure alll is clear before taking the green as gospel… but sometimes it’s a sharp junction, obscured, etc. so who’s to say he couldn't see much else and the only indication that the road was clear was that green light.
