Why are icons and buttons too large on the desktop??

Weird problem... My friend connected her Win 7 PC to a TV via HDMI and now certain things on Windows are way too large, but only SOME things, not all. For instance the Taskbar, Windows buttons and SOME icons are massive (on things like Windows Explorer/Open File boxes) yet all her desktop shortcut icons are normal sized.

The Windows DPI settings are normal. And the slider that changes the size of folders/thumbnails in Windows Explorer is also set to normal.

But either way i don't even know of any Windows setting that will JUST change the size of the Taskbar and buttons/boxes, yet keep everything else normal size. Changing the screen resolution has no affect.
So any idea what this could be? Shes using a Nvidia graphics card so do their drivers have any options for this?

Are you sure it's not a resolution setting ? Lower resolutions make icons bigger. You say you are outputting to a TV, can you be sure what resolution your TV is displaying ?
 
Right click desktop > Screen Resolution

Then click "Make text and other items larger or smaller"

Then select "Smaller - 100% (default)"

Edit NVM didn't read thread. You can try changing it to a larger setting then changing back, may fix it.
 
It looks like the sort of thing you might get with a TV that isn't full HD.

What's the native resolution of the TV?

If you don't know that what's the make and model?
