Why are there white lines appearing on the screen?

First of all, I have encountered multi colored screen of death when playing a PC game. After restarting my computer for the 3rd time, the white lines starts to appear on the BIOS screen until Windows screen. Here is the picture:

Is my GPU dying?
 
Probably GPU issue. Do you have another card or onboard graphics to test against? Could you put your card into another rig ?

I dont have another graphic card. I have onboard graphics to test against. I have removed CMOS battery and I left it aside about 10 minutes, After I plug HDMI cable into my GPU, my monitor display total white line black screen. I tried to plug HDMI cable into my motherboard and my monitor cant detect anything. I cant see my BIOS setup screen.

Remove the graphic card and THEN test the IGP. Try different cables also.

I bet is the monitor or cable not the GPU

are you using multiple screens? Nvidia or AMD?

Reason I ask, AMD latest ReLive drivers have an issue with multiple screen and memory clock frequencies causing artifacts on the main screen.
 
not looked Greg to be honest. I'm back on pre ReLive drivers again now, can use multi screen with zero artifacting problems, think its just a clock issue on the newer drivers if I can remember. Few websites around are reporting cases of this particular bug as well now.

As said here you can't test the onboard graphics when a graphics card is installed in the pcie slot.
If you removed the card and then tested it and it still has the problem it's not the graphics card so then move on to trying a different monitor lead.
 
Any time I've had something like that it's usually been the GPU memory on its way out, what card is it?

99% of the time in my experience this happens due to either VRAM dying (most usual) or occasionally system RAM - usually it will degrade further over time i.e. you will start to see the system hardlock or randomly throw up errors when playing videos, etc. until it either fails completely or causes severe issues.
