Why can I not access other user profiles from mine? [Windows 7]

I am the system administrator and yet when I go into Computer -> C: -> Users -> (Other person's account) I get a message saying "You don't currently have permission to access this folder... Click continue to perminantly get access to this folder" Yet when I click continue I don't get access to it.

If you change yourself to the 'owner' of the directory you're trying to access, you'll then be able to change the permissions and add yourself read/write access to the folder. Then you'll be able to access and change things in the folder.
