Why Do Garages Not Include V.A.T?

First repair on my first car (exhaust back box fell off my 106 due to rust) the garage quoted me ex VAT. Narked me right off, won't go back there again, and learnt my lesson.
 
Every indie garage I've ever dealt with quotes ex-VAT. Drives me up the wall. If the price is high and it's a well known specialist, sometimes you just assume it's all included until you get the invoice.

No complaints about main dealer quotes.
 
I've noticed some here in Bristol state a price and then when asked is including vat they say no that's on top.

Really gets on my goat that, a lot of them do it here.
 
I've argued it out with a tyre fitter when he went to add VAT on, the joys of paying for the internet tyre at the till eh?

It's sometimes not just garages that do it. Glasgow City council refuse/local dumping depot charge like £77.50 per ton to dump refuse at their depots if your vehicle is over 1.8m in height, the first half ton is free and you only get to do it once in 6 months.

The thing that annoyed me about it was this, when I dumped refuse at the local depot they failed to mention the above plus they failed to give me a receipt but recorded my regards plate and on top of that they charged v.a.t which they also failed to mention on their outside display before they weigh you in the weighbridge. Now a business user will pick out these things and might anticipate it but a home user will not.

I received a letter for £180.00 to pay for.

When I argued the above they then cancelled it that invoice with apologies.

My point being it could be against consumer laws and legislation for a company not giving you the proper info when it's required to do so. It's false or misleading info in my view and it's wrong.
