Why does I7 4770K not have TSX?

As far as I know, TSX is Intels Multicore enhancements for their new Hasewell chips so why does Intel not implement this into the i7 K series. TSX is found in the 4770, S and T versions though.

I had a little read of what TSX was and it keeps all the threads running at the same time to stop confusion in the CPU. Could it be because it is an unlocked CPU that all the cores might be running at different clock speeds like 3.9, 3.8 and 3.7.
