Why does my desktop pc take so long to boot?

Adbee, is there also a mechanical drive in that rig and if so, did you install the OS with the mechanical drive connected?

Yes, there are two mechanical drIves in the pc, and they were both connected when I did a fresh install of win10.
 
Does that board have any 3rd party Sata controllers you don't use - if so disable them.

Also, simple ones like:
Network boot agent turned off
Boot order set correctly
No CD/DVD in the drive (if you still have an optical drive)

That's a likely suspect then.

I'd do a clean install without them connected. Page file, or bits of something, may have been written onto a mech drive. It's always advised to install OS on SSD without other drives connected.

I had the same problem with my Maximus Ranger VII.

I seemed to fix it by going in to BIOS, and setting the USB configuration Legacy USB support to disabled also set Intel xHCI to auto instead of smart auto.

I have been booting up for a few weeks now with out any problem.
