Why doesn't my Multiplier Change (thread)

My i7 4770k seems to be running with its x45 overclocked multiplier all the time :/ isn't it meant to go between 8x and 45x based on work load? This is according to CPUZ and HWMonitor. Temperature and fan rpm are all normal though.

1) What bios setting have a possibly touched?
2) Is this a problem?
 
ah! It was the windows Power Settings. I have a habit of putting in it high performance as it is runs on the mains.

Will I lose any performance having it on Balanced?

Much cooler now, <30c on each core apparently :)

Not really, it will raise the CPU speed when needed and it does a very good job, I haven't noticed it negatively affecting any game performance at all.
