why dont my games run fullscreen now

hi guys hope you can help

got a new lappy with a dedicated gfx card its a full hd screen at 1920x1080

now when i first ran a game i knocked the res down to 1280 x 720 720p and the screen still went full

now another game i set to the same but the screen goes into like a little box with massive borders around it ,it dont go full screen

do i need to change the monitor res first before playing and setting the resolution in game

ccc/flat panels/overscan

scaling,try that,or create custom res and click the arrow pointing down once,save/apply it,i have to do that for a few games to get rid of the borders
 
its a dell 7520 and uses descrete 7730m graphics which work fine

in the hd 4000 settings there is image scaling and this is clicked on which cant be turned off

there is no scaling settings within the ccc panel

battlefield 3 played fine

all the games will play fine at the native res but its when i switch them to a lower es than my monitor

i do this to let me increase the graphics or reduce any slowdown

strange only started doing it since i installed steam lol but i doubt that it is
 
think i may have sorted it i set my resolution to lower on my desktop then went to my gfx settings and it gave me extra options on scaling

i swithced it to fill then exited then went back in and put it back to maintain ratio

seems to be ok at the min need to reinstall my games though to try lol
