Why is my CPU cooler louder when using higher FPS?

I wonder if the Hyper 212 will fit your rig? I've had that since my first build nearly ten years ago and it's worked on every mobo/CPU since (even my current mini-ITX tiny case) with excellent results. Last time I checked it was still in top leaderboards for fan coolers and might be cheap since it's been out so long.
 
Best way to find out is to monitor the airflow temp going into CPU and GPU coolers under load. Then we can see what the air temps are doing and try to adjust case airflow to keep the heated GPU exhaust air (assuming that is the cause) from mixing and heating the CPU cool airflow.

Usually removing unused PCIe back slot covers helps front ot back airflow and this usually helps keep the airflow to CPU cooler cool.

My casing is CM K280. Does my Asus GTX670 graphic card make loud noise when the temp is around 70c? Should I install side fan to cool down my graphic card or change CPU cooler?

I don't hear any noise at all from your graphics card .. but I"m too far away to hear it. :D I have no idea if side fan will help or not. All I can say after trying side fans both as intake and exhaust in about 20 different cases they only lowered GPU temps a couple of times. As intake they often increased CPU intake air temp and CPU temp.
