Yes a Strip chamber is used in the semi conductor industry after a metal etch process.

It create's a Water plamsa which strips photo resist and any CL2 from the wafer.
Of course first the water is turned into steam.

water is only steam above 100 degrees - lower than that its water vapour. The reason you get water vapour below 100 degrees is due to the vapour pressure of water which a function of its intermolecular bonding properties.
