Why the poor upload speeds?

Why do cable ISP's provide such a low upload speed?

Is it to do with hardware at the exchange or do they just not see the need?

For example, Virgins XL package offers 20/0.75 mbps, I would prefere 10/10, or even 5/5.
 
Three reasons really.

1) Upload is expensive.
2) The network was not designed to upload much.
3) They don't see the point as the majority of people don't upload much.
 
It's a home connection, which basically means that the vast majority of traffic will be downstream.

Providing a high upload would encourage users to run servers (FTP servers, webservers etc) which in general would be bad news for the ISP as they tend to generate a lot of traffic.

If you need a high upload speed your only option as a home user is 2mbit SDSL; however this is very expensive. Although I believe some of the LLU ADSL2 operaters such as Be offer up to 1.3mbit upload which isn't too bad.
