It happens in one game only, I noticed that if I turn Vsync off in the I get horrible brightness flicker, if I turn Vsync back on again the brightness flickering stops.
I really wanted Vsync off as the game seems to look more smooth whilst I pan across the screen but for some reason it causes this issue.
The gsync brightness flicker/pulsating happens in some other games (usually CSGO or other older games) but I have limited/eliminated it by capping the frame rates to 100-120.

I do have vsync on in all my other games it is just that in this specific game the game seems to look smoother when freesync is off and gsync is on (despite the dimming). I guess that is just the way things are
It is strange though how turning Vsync on can stop all of the brightness dimming when theoretically vsync on does nothing when vsync on with gsync on underneath the monitors refresh rate (which it is when this is issue is happening).
