I'll start with my system spec:
WinXP Pro 32Bit
AMD 64 X2 Dual Core 3800+
Asus M2NPV-VM Motherboard
1.5 Gig Crucial DDR2 667 Memory (3x 512Mb)
XTX Geforce 7300GS PCIe Graphics card 256Meg (with 512 turbocache)
Forceware 116.18 (also tried Forceware 94.24) Drivers
Belina 19" CRT Monitor
Logitech Cordless Desktop EX110
Onboard sound
Maxtor 160Gb Sata HD
Maxtor 120Gb ATA133 HD
NEC 16x DVD-RW IDE
Huntkey 450w PSU (way above the recommended for this setup)
The problem:
It's a bit hard to describe but i'll do my best
Sometimes playing games the graphics seem twitchy, in that they appear to speed up for a split second then return to normal.
If I reboot the machine and then go back into the same game to the same spot the graphics seem fine for a while then it starts doing it again.
It seems to be more prevalent when I am using the mouse and it does not seem to matter what type of game it is.
Flight Simulator X Deluxe does not do it
Nor do any of the command and conquer games
Need for speed most wanted, Area 51 and Riddick escape from butcher bay all do it.
Any ideas?

After much digging and trying different things I have found the solution.
It was the Dual Core CPU
Apparently on X2 and other multi core cpu's the individual cores run at slightly different speeds. this causes the choppyness I was getting in games that are not optimized to allow for the slight timing mismatch.
By forcing the games to only use one core all the choppyness went away and they ran smooth as silk
