WiFi Network without Internet

At the church I’m a part of, we have a mixing desk that uses WiFi to connect to iPods that control in ear monitors. At present, whenever the internet goes down for whatever reason, the WiFi stops working too, meaning the iPods can’t connect to the mixing desk. So, I want to create a separate WiFi network that doesn’t involve the internet just for these certain devices to connect to.

What’s the best router to get for this? Will any dual band router do?

Any router should do what you want, the struggle you face is most modern devices such as iphones etc check once they get a network connection that the internet is behind it and will refuse to work should their check fail. You could try setting a network up and leaving the default gateway blank intentionally to "tell" them there is no route to the web.
