it opened and used now so wouldn't be ble to send beck though maybe sell on here or something. You think unplugging cd drive might help free some power up?

Unplugging the CD drive would free up a few watts.
Of course you can send it back that's what the Distance Selling Regulations are for.
You're allowed to open and inspect the goods. For most people "inspect" means try them out.
You can send it back no problem. People do it all the time with items far more expensive than a £25 graphics card.
That's probably where most of OcUK's B Grade stock comes from.
That doesn't matter. The Distance Selloing Regulations allow you reasonable testing, to see if the item is fit for the purpose you bought it. As long as you inform them within 7 working days that you want to return it and get an rMA number, there should be no problem.
