So I am in the process of "refreshing" my PC with an aim to be able to game at 1440p at high graphics levels This is what i have/will have

i5 4690K - OC to 4.5Ghz
16GB DDR3
R9 390x

Do you think with that I will be able to goto 1440p and max out graphics? Thanks.

The problem with this is that this is always the case. Always something better round the corner. And I don't think I will be able to afford a brand new released card.

Couldn't agree more. For you it's more a case of managing your expectations. Games will look and play very well at 1440p with that hardware set-up - the fact that you might not get rock solid 60fps really shouldn't bother you too much.

Thats true. Im not a big FPS gamer. Well not in the "serious" way some people play CS-GO. I play FPS single player or silly things like Rust. I am much more of a graphics junkie. Hence the decision to move to 1440p and not 144hz.

What games?

I run a 980, a comparable card for 1440p really, and it'll play pretty much anything I've thrown at it at 60fps, just can't go too crazy on the AA.

I run 1440p with the spec in my rig and have no issues. Even things like the witcher 3 and GTA V I can max in the 40ish fps region.
